Manage JavaScript files independently of Style Profiles

It would be useful to be able to add references to JS files scoped to specific forms similar to how it is done with Style Profiles for purposes other than styling.

Currently we can do this via the Style Profiles tab but this makes the JS global in scope. JavaScript support in Style Profiles is meant to augment this feature rather than allow for the addition of extra functionality to forms which is a useful if unintended feature.
